Woman Attacked by Dogs Demands Better Control by Owners

M.B. was walking her young German Sheppard on a leash in her neighborhood when she said she was attacked by two other dogs. A pair of black Labrador retrievers that had apparently broken a fence and escaped from their owner's home rushed the woman and her dog. A couple of nearby people observing the incident came to M.B.'s aid and helped fend off the two Labradors while keeping her dog safe in a car. M.B. has nearly $7,000 in doctor bills for treatment of the bites she received from the two dogs. Additionally, the Labs did not have their vaccinations up to date so the woman is undergoing a series of rabies shots which is known to be a painful experience. State Law May Prevent Further Legal Action against Dogs' Owner

Pennsylvania state law requires that a dog bite must break the skin for further citations or legal actions to be taken. Police did give the Labrador's owner two citations for having dogs at large but did not take any actions against the owner for the attack on M.B. because the skin was not broken in the incident. M.B. is demanding that the city council to do something about the law so that people are better protected against such circumstances or at least have a more effective way to redress any wrongs they feel they have suffered at the hands of negligent dog owners. M.B. stated that in addition to doctor expenses and the painful series of rabies shots she is afraid to walk her own dog in the neighborhood because of the attack.
