According to the FDA, an "adulterated" cosmetic is a product which contains a "poisonous or deleterious substance" which can cause injurious results to consumers when used as directed. The FDA issued a warning letter to the makers of the hair straightening products called "Brazilian Blowout" that such products were adulterated. It was found through sample analysis by the FDA that the products contained methylene glycol, which is the liquid form of formaldehyde. The dangerously high levels of this substance were found to range from 8 to 10 percent. Levels higher than 0.1 percent are required to be accompanied by a hazard alert per the U.S. Occupational Safety and Health Administration. The exposure to formaldehyde in customers and stylists who use the product is through inhalation. The makers of the popular products are located in North Hollywood, California.

The Brazilian Blowout products were advertised as being formaldehyde free. The makers of the product recently settled a lawsuit concerning the products in which they were fined $600,000 for their misleading promotions. Formaldehyde has been declared to cause cancer by the FDA and the National Academy of Sciences. The FDA has reported that the use of the product has resulted in injury reports by salon workers and consumers, including respiratory, eye, and nervous system problems as well as rashes, nausea, and chest pains.
