A coalition of Florida insurance companies is seeking ways to stem the flood of what they consider to be frivolous or flat out fraudulent personal injury protection (PIP) insurance claims.  With the advent of no-fault car insurance there has been a rise in the number of personal injury claims to max out the $10,000 in PIP insurance that all drivers must carry.  According to those backing the Gear Up Florida campaign, frivolous and fraudulent claims have cost nearly $1 billion. 

How to create effective reform?
